Authorization in India
Plastic waste has become a grave
concern in India, as the nation grapples with the environmental repercussions
of its growing dependence on plastic. Informal disposal of plastic has emerged
as a significant issue, necessitating innovative solutions to tackle the mounting
plastic waste problem. To address this challenge, the Ministry of Environment,
Forest, and Climate Change (MoEFCC) has taken a crucial step by introducing the
Plastic Waste Management (Amendment) Rules, 2022. These new rules aim to revamp
the plastic waste management framework in India and promote sustainable
alternatives to plastic.
Role of the Ministry of
Environment, Forest, and Climate Change (MoEFCC):
The MoEFCC has been at the
forefront of India's environmental protection efforts. With the introduction of
the Plastic Waste Management (Amendment) Rules, 2022, the ministry demonstrates
its commitment to tackling the plastic waste crisis. The rules are designed to
regulate and streamline the plastic waste management process, placing emphasis
on the concept of Extended Producer Responsibility (EPR).
How Do Plastic Waste Processors Work?
Plastic Waste Processors are
crucial entities involved in sustainable waste management solutions. They
encompass recyclers and those engaged in innovative waste-to-energy processes
like waste-to-oil conversion and industrial composting. These processors play a
vital role in combating the plastic waste crisis.
By melting and compressing
plastic waste into sanitary disks, they facilitate long-term storage and minimize
environmental harm. Plastic Waste Processors efficiently handle various waste
types, including clean plastics, food-contaminated waste, and ship waste, which
cannot be processed through conventional solid waste streams.
Through their efforts, these
processors contribute significantly to reducing plastic pollution, promoting
resource conservation, and moving towards a more circular economy. Their work
is essential in transforming plastic waste into valuable resources and energy,
making a positive impact on both the environment and society.
How
to control the CPCB plastic waste processor?

Producers, and now Plastic Waste Processors in accordance with the rules.
Compliance Examination: The Board conducts examinations and
periodic audits to ensure that Producers, Importers, and Brand Owners comply
with Extended Producer Responsibility (EPR) targets and obligations. Similarly,
it verifies the compliance of Plastic Waste Processors through inspections and
periodic audits.
Public Disclosure: Annually, by 30th September of the next
financial year, the Board publishes a list of Brand Owners, Importers, and
Producers who have not met their EPR targets and obligations in the previous
financial year.
Compositional Analysis: The Board performs compositional analysis
of collected mixed municipal waste to determine the proportion of plastic and
various categories of plastic packaging materials on a half-yearly basis.
