E-WASTE
RCYCLING PLANT SET-UP
(Satishsa Consulting Solution Private Limited Provide Complete Solution Plant Machinery & Govt Clearance/
Compliance)
Setting up an E-Waste Recycling Plant in accordance with
the E-Waste Management Rules 2022 is a crucial step towards effective
management of electronic waste and promoting sustainable practices. These
rules, formulated by the Central Government, aim to regulate the generation,
collection, storage, transportation, processing, and disposal of e-waste.
The establishment of an E-Waste Recycling Plant requires
adherence to the following guidelines:
Obtaining Authorization: The plant operator must obtain
necessary authorizations and permits from the State Pollution Control Board (SPCB) or Pollution Control Committee
(PCC) as mandated by the E-Waste Management Rules. This includes obtaining a
valid Consent to Establish (CTE) ,
Consent to Operate (CTO) AND
E-WASTE AUTHORIZATION from the
regulatory authorities.
Infrastructure and
Facilities: The
recycling plant should have appropriate infrastructure and facilities to ensure
safe and environmentally friendly recycling processes. This includes dedicated
areas for storage, segregation, dismantling, and processing of e-waste.
Adequate measures should be taken to prevent pollution, handle hazardous
substances, and manage emissions, effluents, and waste generated during the
recycling operations.
Collection Mechanism: The plant should have a well-defined
collection mechanism to ensure the proper collection and segregation of
e-waste. Collaborating with authorized collectors, producers, or any registered
organization involved in e-waste management can facilitate the collection
process.
Technological
Capabilities: The
plant should be equipped with suitable technologies and machinery to handle
various types of e-waste. This includes shredders, separators, smelters, and
other specialized equipment required for safe and efficient recycling
processes. The technology used should comply with the guidelines prescribed by
the Central Pollution Control Board
(CPCB) for environmentally sound recycling practices.
Compliance with
Occupational Health and Safety Standards: The plant must ensure the safety and well-being of its
workers. Compliance with occupational health and safety standards, including
the provision of personal protective equipment (PPE), training on handling
hazardous substances, and maintaining a safe working environment, is essential.
Record-keeping and
Reporting: The plant
should maintain proper records of the quantity and type of e-waste received,
processed, and dispatched. Regular reporting to the SPCB or PCC regarding
e-waste management activities, including the quantity of e-waste handled and
the mode of disposal, is mandatory.
Environmental Management
Plan: The plant
should develop and implement an Environmental Management Plan (EMP) to address
potential environmental impacts. The EMP should outline measures to minimize pollution,
monitor air and water quality, manage solid and hazardous waste, and ensure
compliance with relevant environmental regulations.
Potential of E-waste Recycling and
Refurbishing in India:
Because India is lacking in valuable mineral resources
and untreated e-waste ends up in landfills there is a need for a well-designed,
controlled e-waste recovery framework that creates employment as well as
income.
Computer displays, motherboards, mobile phones and
chargers, compact discs, headphones, televisions sets, air conditions, and
refrigerator are examples of electronic garbage (e-waste). According to the
India E-waste Monitor 2017, India creates around 10.74 lacs MT of e-waste and
annually 31% increasing every year, ranking fifth among e-waste generating
countries behind the united states, China, Japan and German.
There are already 500 registered e-waste recyclers in
India, who have been approved state governments to handle e-waste. However,
many of India’s e-waste recyclers do not recycle garbage at all. According to a
Union Environment Ministry assessment, some are keeping it in hazardous
circumstances, while others cannot even handle such garbage.
Initiatives to raise awareness about
e-waste management
Since 2015, the Ministry of Electronics and Information
Technology (Meity) has collaborated with industry associations to launch an
e-waste awareness program under Digital India to educate the public about the
dangers of unorganized e-waste recycling and to raise awareness about
alternative recycling methods.
Criteria for Establishing the E-waste
Recycling Unit:
According to the E-discarded (Management) Rules 2016, a
recycler is someone who recyclers, reprocess, or recovers waste electrical and
electronic equipment, assemblies or components.
1.
An
E-waste recycling facility should install adequate wastewater treatment
equipment for wastewater treatment and air pollution control equipment,
depending on the kind of activities taking place in the recycling plant.
2.
A
suitable location for dismantling equipment must be provide where manual
dismantling can take place.
3.
A
recycling facility with a daily capacity of 5 tons per day must have minimum
size 500 square meter.
4.
If
recycling facility has a capacity of 20 MT per and an area about 2000 square
meter, it will be given precedence.

Criteria for Establishing the C&D-waste
Recycling Unit:
1. The
first and most important thing you’ll need to open your recycling plant is a
suitable location. It should have enough space to store all waste and waste
products, as well as equipment and utilities.
2.
The
second requirement is a closed space similar to a factory, but a small room can
also work, it should be at least 2000 square meter.
3.
The
machine with which you will recycle your C&D- waste is the next
requirement.
4.
Land
Should be existing in Red Industrial Zone
5.
Then
there’s the C&D- waste, which needs to be recycled. You can accomplish this
by establishing a network of C&D- waste suppliers who can supply the
required amount of C&D - waste.

Criteria for Establishing the
Manufacturing Unit
When considering the establishment of
a manufacturing plant, several key criteria should be taken into account. Here
are the steps involved in determining the feasibility of setting up a
manufacturing plant:
Market Analysis: Assess the demand for
the product or goods you plan to manufacture. Conduct market research to
understand the target market, competition, and potential growth opportunities.
Financial Analysis: Evaluate the
financial viability of the project by analyzing costs, projected revenues,
return on investment (ROI), and payback period. This analysis helps determine
if the venture is financially feasible.
Location Selection: Consider factors
such as proximity to suppliers, availability of skilled labor, transportation
infrastructure, access to markets, and regulatory requirements. Choose a
location that optimizes logistical efficiency and aligns with your business
needs.
Resource Availability: Evaluate the
availability and accessibility of essential resources like raw materials,
utilities, land, and water. Ensure a sustainable supply chain to support
uninterrupted operations.
Legal and Regulatory Considerations:
Understand the legal and regulatory requirements for establishing a
manufacturing plant, including permits, licenses, zoning restrictions,
environmental regulations, and compliance with labor laws.
Technology and Equipment: Identify the
necessary machinery, technology, and equipment required for your manufacturing
processes. Consider their cost, efficiency, maintenance, and scalability.
Infrastructure and Facilities: Assess
the infrastructure requirements, such as factory layout, production areas,
storage facilities, utilities, and employee amenities. Optimize the design for
efficient workflow and employee safety.
Human Resources: Determine the skilled
workforce needed for your operations. Assess the availability of talent,
training requirements, and potential partnerships with local educational
institutions or training providers.
By systematically evaluating these
criteria, you can make informed decisions about establishing a manufacturing
plant. It is crucial to conduct thorough research, engage with experts, and
seek professional guidance to ensure a successful and sustainable manufacturing
venture.
